It usually comes down to one of three things, from harmless to serious: a loose bulb, a loose wiring connection somewhere in the circuit, or a loose neutral connection at your panel — and that last one is the one worth taking seriously. Start with the simplest: a loose bulb or corroded socket is a genuine, harmless DIY fix, just make sure the power's off first. Past that, it usually means a loose wiring connection somewhere, and where that connection sits changes how serious it is. A loose connection at a single fixture or switch is a localized problem — still worth fixing, since a loose connection generates heat and can arc, but contained to that one spot. A loose neutral connection at your panel or service is different, and it's the one cause on this list that's a genuine safety issue, not just a nuisance.
Here's the tell: with a loose neutral, some of your lights actually get brighter at the exact moment others dim — not just flicker, but two things happening in opposite directions on different circuits, at the same time. That happens because the neutral is what keeps the two halves of your home's power balanced; when it's loose, one side can spike well above normal voltage while the other drops well below it. That swing can damage appliances and electronics outright, and the loose connection itself generates heat that's a real fire risk. If you see that pattern, that's not a "keep an eye on it" situation — turn off what you can and call an electrician.

The other common, non-dangerous cause is a large appliance — your AC compressor, a well pump, a dryer — cycling on and pulling a big burst of current. A brief, slight dim when that happens is normal. Frequent or pronounced dimming every time it happens usually means that circuit, or your service in general, is more loaded than it should be.
Almost always something outside your house, not inside it. Wind sways the overhead line running from the utility pole to your home, and that movement can strain or loosen the connection at the point where it attaches to your house — or a tree limb brushing against the line does the same thing. If your flicker only shows up when it's windy, or your neighbors mention the same thing during a storm, that's a real signal the problem is on the utility's side of the meter, not yours.
That distinction matters because it changes who you call. The utility owns the line from the pole to the point it attaches to your house; you own everything from that attachment point inward — the mast, the weatherhead, the meter loop, and your service wiring. If it's windy-weather flicker, report it to your utility first. If the problem turns out to be on your side — a damaged mast, weatherhead, or meter loop — that's ours to fix.
If you report a swaying or damaged line and don't get a response, you're not out of options. Give your utility a chance to address it first, but if nothing happens, the Public Utility Commission of Texas takes complaints specifically about downed or low-lying power lines through its Consumer Protection Division.
Turn off the breaker for that circuit — not just the wall switch. Depending on how the fixture was wired, the switch might only interrupt one of the wires, leaving the rest of the box energized even with the light off. Confirm it's actually dead with a non-contact voltage tester on every wire before you touch anything; breaker labels are wrong more often than people expect. From there, support the fixture's weight, match wires by color, and you're generally fine.
Where this stops being a DIY job: aluminum wiring, no ground wire present, or brittle and damaged insulation on the existing wires. It's also worth calling in a pro for anything heavy — a ceiling fan or large fixture that needs a properly braced box rather than a standard one.
Sometimes the switch itself is the problem, not the bulb or anything upstream of it. Worn contacts inside an old switch, or a loose wire connection at the switch terminal, can cause exactly the same kind of flicker as a bad bulb — the tell is that it happens specifically when you touch or jiggle the switch. Buzzing, crackling, or a warm switch plate are signs of the same underlying issue: the switch isn't making a clean connection anymore, and that's generating heat where it shouldn't be. If you notice any of that, shut off the breaker and have the switch looked at rather than living with it.
