Because the region has what large power users are actually looking for: available land, a utility with real capacity to add new load, and a lot fewer permitting bottlenecks than a major metro. AEP is the parent company of AEP Texas, which serves the Victoria area. AEP told investors in mid-2025 that it expects to add roughly 24 gigawatts of new load company-wide by 2030. About 5 gigawatts of that is cryptocurrency-mining interconnections specifically in Texas. Its CEO named Texas as becoming a hub for that kind of demand.
Victoria already has at least one real example: an operational edge data center opened here in 2026. It has backup generators and built-in power redundancy designed to keep multiple South Texas school districts running without interruption. None of that happens without ground-up electrical infrastructure. And none of it happens fast unless the contractor doing that work actually understands the sequence.
What Does "Ground-Up" Electrical Construction Actually Involve?
It starts before there's anything to wire. Land has to be cleared and graded. The ground itself needs work most people never think about: a proper grounding grid — bare copper conductor and ground rods, welded together underground — has to go in and get tested before anything else happens. If that grid isn't right, the site can't pass its final energization test no matter how good the rest of the work is.
From there, the sequence is roughly this: pour the concrete pads that will carry a transformer's weight, with containment built in for a possible oil leak. What Do You Actually Pay the Utility to Bring Power to Raw Land?
More than most people expect, and the exact number depends on a formula, not a flat fee. When AEP Texas extends a line to a new commercial or industrial site, they calculate what's called a Contribution in Aid of Construction, or CIAC. It's the total cost of the extension, minus a standard allowance based on your expected annual revenue to the utility, plus the tax impact of that contribution. If your projected usage doesn't justify enough of an allowance to cover the full extension cost, you pay the difference upfront.
One thing worth knowing clearly, since it's easy to assume otherwise: this isn't typically money you get back later based on how much power you end up using. AEP Texas's tariff does include a narrow refund provision, but it's tied to whether other customers later connect to shared infrastructure — not to your own usage. Don't count on getting any of it back.
A real example from a Texas utility docket shows how this plays out: one commercial customer needing about 3.2 miles of new overhead line faced roughly $224,000 in total extension costs. About $141,000 of that was the customer's contribution after the standard allowance was applied. Numbers like that are exactly why this conversation needs to happen with the utility early, not after you've already committed to a site.
What Goes Wrong When Ground-Up Electrical Isn't Done Right?
The most common expensive mistake is a voltage or capacity mismatch that only shows up after the site is already built. The equipment manufacturer specifies what voltage their gear needs. The utility then sizes and installs a transformer to match that spec. But if the original spec turns out to be wrong for what the equipment actually needs once it's running, the fix isn't simple. It usually means adding a step-down transformer after the fact. Or it means having the utility come back out and replace what they already installed. Either path adds real time and real cost — cost that getting the spec right the first time would have avoided.
The same principle applies to sizing the service for what a facility is today versus what it might become. Guess wrong in either direction, and you're not looking at a quick fix, since replacement equipment at this scale isn't sitting on a shelf anywhere.
Does Ground-Up Industrial Work Follow the Same Permitting Rules as a Regular Commercial Job?
Not exactly. It depends heavily on where the site actually sits. Inside Victoria's city limits, the City's Development Services Department issues permits and inspects the work at multiple stages, the same as any commercial project. Out in unincorporated Victoria County, the county's authority is more limited — there's no full county building-inspection program the way an incorporated city runs one. Either way, the work still has to be done by a TDLR-licensed electrician and still has to meet the current Texas-adopted electrical code. The permitting path just changes depending on which side of the city line the site falls on.
There's also a step that has nothing to do with electrical work but has to happen before it. If you're clearing an acre or more of land, Texas Commission on Environmental Quality rules require stormwater permit coverage. That means filing a Notice of Intent and a stormwater pollution prevention plan, for about $225. And because this stretch of the Gulf Coast has real wetlands, a site may also need a jurisdictional review from the U.S. Army Corps of Engineers before you touch the dirt. Neither of those is an electrical permit, but both can hold up a project that's otherwise ready to build.
One more thing worth checking early: whether your project qualifies for a property tax abatement. The City of Victoria and Victoria County both offer abatements for new industrial and manufacturing facilities that meet certain investment and job-creation thresholds. Which agreement applies depends on the same city-versus-county line that determines your permitting path. How Does the Timeline Actually Get Set — and Who Controls It?
Mostly by equipment lead times, not by your contractor or your lender. If you're financing a ground-up build with a commercial construction loan or an SBA 504 loan, the lender's final draw and the release of retainage typically wait on a certificate of occupancy. A CO can't be issued until the site is actually energized. That puts the utility's timeline, and the equipment behind it, directly on your project's critical path.
Here's the part that catches people off guard in 2026: pad-mount distribution transformers are currently running somewhere in the 40-to-65-week range from order to delivery, and that clock doesn't start until the utility and your engineer have actually settled on what you need. Anything requiring a full substation-class transformer is a different conversation entirely — those lead times can stretch well past a year. You'll sometimes see headlines about Texas's electrical grid being backed up with new interconnection requests. That's a real phenomenon, but it's specifically about very large loads. The equipment lead time is what actually sets the clock for a project sized like most of what gets built in Victoria.
